The next day the dog became itchy, was panting, and was pacing. The symptoms are ongoing and the outcome is unknown.

B - Possible: Though would not expect generalised skin disorders after topical application, reported itching and pacing may reflect paresthesia caused by permethrin. Panting is not expected however rather consequence of pacing. Considering consistent time to onset, a product connection is deemed to be possible.
