B - Possible
Licking and itching at application site might reflect discomfort caused by the applied product. Licking at application site is not expected; though. Would not expect scab development directly related to product. However, likely linked to scratching at application site which caused sign by self-trauma. Considering consistent time to onset, a product connection is deemed to be possible.
